PARIVAR PEHCHAN PATRA (PPP) A Portable Initiative by the Government of Haryana for Welfare Schemes

Abstract

   This paper seeks to describe and analyse the Parivar Pehchan Patra a portable initiative of the Government of Haryana for the delivery of welfare schemes to the people of state. Its major objectives are to create authentic, verifiable and reliable data of all the families. It seeks to reduce corruption from the process of their identification. To operationalize it, every family has been provided with an eight digit ID linked to the both, death and marriage for an automatic updation of data. The paper has been divided into various parts which discuss its major objectives, governance agenda for social grievance and the process of contextualizing the data. The advantages of this process of remodeled identification of families have also been elaborated in it. Last but not least, the paper highlights as to how an effective service delivery mechanism has been created by minimizing the role of non-governmental agencies and strict controls have been put in place for maintaining beneficiary information and for ensuring privacy and integrity of the maintained data. It is indeed a path breaking initiative for good governance.
